Meeting Minutes Approved

Tuesday, April 5, 2016, 4:00 p.m.
Offices of the San Francisco Planning Department

Committee Members:  Members Andrew Sullivan (Chair), Dan Flanagan, Igor Lacan and Jon Swae

Order of Business

 Public comment will be taken before the Council takes action on any item.

1.     Call to Order and Roll Call.
Meeting called to order at 4:09pm. Members Sullivan, Flanagan, and Lacan present; Member Swae excused.

2.     Approval of Minutes of the February 2, 2016 Urban Forestry Council Planning and Funding Committee Meeting. (Explanatory Document:  February 2, 2016 Meeting Draft Minutes) (Discussion and Action)
Member Flanagan moved to approve the meeting minutes, seconded by Member Lacan. The meeting minutes were approved without objection.

3.     Public Comment:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.
There was no public present.

4.     Urban Forestry Council Work Planning. The Committee will discuss work plans and identify priority projects for the upcoming year. (Explanatory Document:  Annual Work Plan and New Project and Program Ideas)  (Discussion and Possible Action)

Committee members discussed priorities to focus on for the upcoming year, including:
 

·        SNRAMP – request update on timeline and a UFC hearing;

·        Supervisor Wiener’s Street Tree Financing Proposal - will be heard at the May UFC meeting;

·        Significant and Large Scale plan review – Committee members to identify threshold for “significant” plans, including consideration of number of tree affected, where any special category trees could be affected, and project footprint. Staff to generate a list of relevant city staff to request input from on a quarterly basis.

·        TIDA – request a presentation from Peter Brastow, including information on number of trees planned for removal and planting on each island. Request updates on planting and removal activities every six months. 

·        Geary BRT – request update on project and timeline

·        Mature and Historic Tree Stands Toolkit – a UCANR project lead by Igor Lacan; Member Lacan to provide update to the UFC at their May meeting and request that member identify tree stands to use as case studies.

·        Street Tree Census – request update from Jon Swae; UFC members are asked to promote through their networks.  

 

5.     Recommended List of Yard and Open Space Tree Species. The Committee will review the draft Recommended List of Yard and Open Space Tree Species and make recommendations to the full Urban Forestry Council for adoption.  (Explanatory Document: Recommended Yard and Open Space Tree Species List) (Discussion and Action) 

Members discussed the draft and suggested edits, including sorting the list to identify tree species that are well suited to be planted in many yard and open spaces in San Francisco and tree species that are unique and unrepresented that may do well. 

6.     New Business/Future Agenda Items.  (Discussion)
Members requested a presentation from Peter Brastow on YBI planting and removal plans at their next committee meeting and a report back from staff on the large scale area plans city-staff contact list.

Member identified possible items for the May full Council meeting, including the an update on the Street Tree Census, Supervisor Wiener’s Street Tree Financing proposal, and an update for the Geary BRT project.

7.     Public Comment:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.

There was no public comment.

8.     Adjournment at 4:59 pm.

The next Planning and Funding Committee meeting is scheduled for Tuesday, May 3, 2016 at 4:00 p.m., Offices of the San Francisco Planning Department, 1650 Mission Street, Room 400.
