Committee Members:  Members Sullivan (Chair), Flanagan, Leffingwell, Alvarez and Swae

Order of Business

1. Call to Order and Roll Call.  The Planning and Funding Committee meeting convened at 4:08 p.m.  Present: Members Sullivan (Chair), Leffingwell and Swae, Excused: Members Flanagan, Alvarez.

2. Approval of Minutes of the February 3, 2015 Urban Forestry Council Planning and Funding Committee Meeting. (Explanatory Document: February 3, 2015 Meeting Approved Minutes) (Discussion and Action)

Meeting minutes were approved without objection (Motion by member Leffingwell, second by Member Swae).

3. Public Comments: Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.  There was no public comment at this time.

4. Best Management Practices. The Committee will make recommendations to the full Council for adoption. (Explanatory Document: Best Management Practices Updated Draft) (Discussion and Action)

Member Leffingwell gave an update on changes to the Best Management Practices document since the last Planning and Funding Committee meeting.

Public Comment:

Ms. Dee Seligman:  Commends Committee on their effort.  She provided the following comments: even aged forest: re-forest should be BMP (with funding). Species diversity: Blue gum should be removed from old age list. Assessment: Number based on safety factors. Fuel moisture should include Sheriff’s comments on moisture factors.  Wildlife / Habitat: Survey needs to be completed for mature stands in SF (has not been done).

Ms. Nancy Wuerfel provided the following comments:  Tree removal: Description is too broad. Removals should not be primary.  In addition pruning should be addressed as primary.

Ms. Carolyn Johnston: Wanted to confirm that the April 2, 2015 document was most current. Can drought be addressed in the document?  Can document address that mature stands need less water?
  
Ms. Rupa Bose:  Believes that the document is incorrect that mature stands are not regenerating.  Fire: Should address that mature stands (per McBride) have lower temperatures and higher moisture.

Mr. Eric Brooks: Good that focus is management.  In environmental benefits, section should add that there is more CO2 sequestration in large forest/stands. Single species should be less of a concern.  Thinks there is more age diversity and that aside from safety issues, all tree limbs, etc. are in place – forest should be left to manage itself. 

Upon motion by member Sullivan, second by Member Swae without objection, recommendation made to move the Best Management Practices document to the Urban Forestry Council.

5. Review of the 2015 Annual Report Survey. The Committee will review and discuss the survey for the 2015 Annual Report and provide suggestions to staff for this year’s report. (Explanatory Documents: 2014 Annual Report Survey, Alternate Survey and 2014 Annual Report) (Discussion)

Document will be reviewed by Committee members and Committee will bring back to the next Committee meeting before approvals.

Public Comment:

Ms. Nancy Wuerfel questioned who receives the alternate survey.

Ms. Carolyn Johnston suggests including VA, Park Merced, Olympic Club, and USF.  She asked if there can be information added about the bird nesting period and pruning.   

6. New Business/Future Agenda Items. (Discussion)

Survey will be brought back to the next Planning and Funding Committee meeting ahead of full Council.  Upcoming presentations: Transbay and Hunter’s Point.  
Public Comment:    Ms. Rupa Bose inquired about the procedure for preservation.  Council Coordinator Hui suggested that Member Short or another Council member present on the procedure.

7. Public Comments: Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.

Ms. Dee Seligman wants the Committee to be aware that the Cal Invasive Plant Council has reassessed and reduced blue gum invasiveness. 

8. Adjournment.  The Urban Forestry Council adjourned at 5:02 p.m.


The next Planning and Funding Committee meeting is scheduled for Tuesday, May 5, 2015 at 4:00 p.m., Offices of the San Francisco Planning Department, 1650 Mission Street, Room 400.
