Order of Business

 Public comment will be taken before the Council takes action on any item.

  

1.    Call to Order and Roll Call. 

Meeting called to order at 4:07 pm. Members Sullivan, Leffingwell and Swae present. Member Flanagan excused. Member Alvarez absent.

 

2.    Approval of Minutes of the July 7, 2015 Urban Forestry Council Planning and Funding Committee Meeting. (Explanatory Document:  July 7, 2015 Meeting Draft Minutes) (Discussion and Action)


Member Leffingwell moved and Swae seconded. Meeting minutes from the July 7, 2015 meeting were adopted without objection. 

 

3.    Public Comments:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.

There was no public comment.

 

4.    Treasure Island Development Authority Draft Tree Removal Procedure. Presenters: Robert Beck, Treasure Island Director, Treasure Island Development Authority. The Committee will review the Draft Treasure Island Development Authority tree removal procedures and provide comments to TIDA on the guidelines. Robert Beck, Treasure Island Director, Treasure Island Development Authority, gave a presentation on history and future planning for tree management on Yerba Buena Island (YBI) and Treasure Island (TI), including:
 

·         Historically, tree management on YBI and TI have focused primarily on addressed hazards, through mainly work orders to San Francisco Public Works. 

·         A habitat management plan for YBI was adopted in December 2009. This plan calls for replacement of eucalypts with oaks and other native trees.

·         In May 2015 TIDA took the first land transfer from the Navy and will start work in Fall 2015; noting the need to perform work between bird nesting seasons.

·         Tree that will be protected are identified as:

o    Category 1 trees: trees identified in the Habitat Management Plan as native trees, for example, buckeyes and oaks.

o    Category 2 trees: trees identified for preservation or relocation, which have historic significance, for example, olive trees and palm trees.  

o    TI: geotechnical improvements, raising grade elevations, and new street grid will cause some tree removal. 

·         Trees may be removed on Treasure Island for geotechnical improvements, raising grade elevations, and new street grid. 

·         Trees may be removed on Yerba Buena Island within development areas, for widening and shifting roadways, when replacing water storage reservoirs with reservoirs in new areas, and new housing. 

·         Removal of Category 1 and Category 2 trees as described above will be noticed, all other tree removals will not be noticed.

·         The developer is required to create an inventory of trees before removing, for nesting bird and bat protection. This inventory may be complete in two weeks.

·         Once the development projects are completed, San Francisco Public Works code regulating street trees will be followed.

 

UFC members requested copies of the Habitat Management Plan and the Streetscape Master Plan, as well as the tree inventory once it is complete.

5.    Tree Protection on Private Property: Other Cities Research. Presenters: Jon Swae and Stephanie Ng, Planning Department. The Committee will hear a presentation on the Planning Department’s preliminary research on ordinances and controls in other US cities related to protection of trees on private property. Stephanie Ng and Jon Swae, Planning Department, presented research on tree protection, focusing on cities of similar size to San Francisco.

5.    Update on the 2015 Annual Urban Forest Report. Presenters: Mei Ling Hui, Urban Forestry Council Coordinator. (Explanatory Documents: 2015 Draft of 2015 Data tables - TBD.) (Discussion.)

Mei Ling Hui, UFC Coordinator, provided preliminary survey results. The first draft of the 2015 Annual Report will be provided at the next Planning and Funding Committee meeting on September 1, 2015, for final adoption by the full Council on at the September 25, 2015 meeting.  

7.    New Business/Future Agenda Items.  (Discussion)

Street tree nursery proposal; requested for Sept 25th full Council meeting

TIDA tree removal plans; requested for Aug 25th full Council meeting or P&F committee Sept 1 meeting.

Companion tree lists; requested for P&F committee Sept 1 meeting.
