  Order of Business

1. Call to Order and Roll Call.  The Landmark Tree Committee meeting convened at 4:21p.m.
Present:  Chair Hillson, Members Buck, Costello, Hillan and Sutherland.

2. Approval of Minutes of the November 1, 2012 Urban Forestry Council Landmark Tree Committee Special Meeting (Explanatory Document: November 1, 2012 Draft Minutes) (Discussion and Action)
Upon motion by Member Sutherland, second by Member Hillan, the November 1, 2012 Draft Minutes were approved without objection (AYES: Members Hillson, Buck, Costello, Hillan and Sutherland.)

3. Review and Approval of Proposed Amendments to Public Works Code Landmark Tree Ordinance Sections 802 and 810 to add ‘Grove’ Language for Recommendation to the Urban Forestry Council.  (Continued from the November 1, 2012 Meeting)(Explanatory Documents: Proposed Amendments to Public Works Code Landmark Tree Ordinance, Article 16, Sections 802 and  810, Amended Landmark Groves Selection Definition and Criteria, Amended Landmark Grove Nomination Form, and Landmark Tree Nomination Form) (Discussion and Possible Action)

Chair Hillson gave background information from the November 1, 2012 Landmark Tree Committee meeting on the work that had been done thus far to continue editing the “Draft 8/18/2011 Public Works Code Article 16” on Landmark trees and groves language to mesh with the newly revised Landmark Tree Nomination Form (LTNF) and the Landmark Grove Nomination Form (LGNF), approved by the Landmark Tree Committee on August 28, 2012 and October 4, 2012, respectively. 

Member Sutherland gave additional background information for the benefit of those members not present in past sessions on this project.  Editing work commenced where the Committee left off on November 1, 2012 on Page 20, Line 21.  Members reviewed and edited to the end of the document as well as quickly reviewed some past sections where things may have been overlooked, duplicated, etc.  Member Costello suggested including in Sec. 802, Definitions, a definition of “management plan.”  Sections where potential City Attorney input may be required were marked out.  It is anticipated that at our next Landmark Tree Committee meeting (January 3, 2013), if there is quorum, the Landmark Tree Committee will vote to approve and recommend adoption of changes to Article 16 along with the Landmark Grove Nomination Form to the full Urban Forestry Council.  The Landmark Tree Nomination Form was already approved by the full Council on August 28, 2012.

Member Buck left at 5:03 p.m. and Member Costello left at 5:36 p.m. with quorum still present.  Chair Hillson will type out all the changes on the Article 16 document and have Landmark Tree Committee members review to ensure all changes have been picked up for the next meeting.  Landmark Tree Ad Hoc Committee members were again reminded to bring their own printouts of Article 16 with the latest changes and the same documents used in this meeting to the next meeting.

4. New Business/Future Agenda Items. (Information and Discussion)
The above Item No. 3 will again be the agenda topic for the January 3, 2013 Landmark Tree Ad Hoc Committee meeting.  A question arose from Member Costello regarding a possible chance to change something unknown on the Landmark Grove Nomination From.  Chair Hillson was unsure that could be done and as such, has questioned Commission Secretary Monica Fish regarding re-opening what had been adopted by the Committee back on October 4, 2012 by the Landmark Tree Committee.

5. Public Comment:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.
No members of the public were present during the entire meeting.

6. Adjournment.
The meeting adjourned at 5:42 p.m.
