Meeting Minutes Approved

Committee Members:  Members Andrew Sullivan (Chair), Dan Flanagan, John Leffingwell and Jon Swae

ORDER OF BUSINESS
Public comment will be taken before the Council takes action on any item.

1.     Call to Order and Roll Call. The meeting was called to order at 4:14pm. Members A. Sullivan, J Leffingwell, and D Flanagan present. J Swae excused.

2.     Approval of Minutes of the January 5, 2016 Urban Forestry Council Planning and Funding Committee Meeting. (Explanatory Document:  January 5, 2016 Meeting Draft Minutes) (Discussion and Action)


Member Flanagan moved to adopt the meeting minutes, member Leffingwell seconded. Meeting minutes were approved without objection.

3.     Public Comments:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.

There was no public comment at this time.  

4.     Urban Forestry Council Work Planning. The Committee will discuss work plans and identify priority projects for the upcoming year. (Explanatory Document:  Annual Work Plan and New Project and Program Ideas)  (Discussion and Possible Action)

Coordinator Hui reviewed the updates she made to the explanatory document, based on UFC member input form the January 2016 meeting. Members discussed:

·        Completing an update to the 2006 UFORE report and identified that that UFC action would include facilitating the process to collect and analyze the data;

·        Member Michael Sullivan’s work on a list of trees recommended for non-street tree locations. Member Flanagan will reach out to Member Sullivan to ask what he needs for next steps and committee members identified a few people that might be interested in supporting the project, including UFC member Igor Lacan, Friends of the Urban Forest staff and Public Works staff;

·        The requested informational items from TIDA in preparation for the upcoming UFC meeting in February haven’t been provided to staff yet, but will be forwarded once available. Members requested that staff reach out to TIDA for updates; 

·        Large scale area projects are a key priority to track this year. Member Sullivan will work with staff to identify contacts at Planning, Recreation and Park, and Public Works that UFC members will contact once per quarter to ask for information on large scale projects that the UFC should discuss. Members additionally identified the 5M project and India Basin project to track and ask for speakers on.;

·        The Council will ask the Planning Department to include research regarding polices protecting trees on private properties in other municipalities and counties in their Summer 2016 intern work; 

·        Members asked staff to request an update on the SNRAMP from the Recreation and Park Department. Member Igor Lacan has an intern that will be working on a project related to Historic Forest Management in Summer 2016 that might tie in;   

·        Weiner’s proposal to begin implementing the Urban Forest Plan, Phase 1: Street Trees will be presented to the UFC in March.  If the UFC supports the proposal, the UFC may issue a resolution urging the Board of Supervisors to place the initiative before the voters.  

 

5.     Annual Review of the List of Recommended Street Trees. The Committee will review the 2016 draft list and make recommendations for edits and adoption for the full Council. (Explanatory Document: Draft 2016 List of Recommended Street Trees) (Discussion and Possible Action) 

Coordinator explained that the list had been edited by Chris Buck, Public Works Urban Forester, and Doug Wildman, Friends of the Urban Forest Program Director, and asked the committee to endorse the list and recommend it to the full UFC for adoption at the February meeting. Member Flanagan moved to recommend the list for adoption to the full Council and member Sullivan; the motion was approved without objection.

6.     New Business/Future Agenda Items.  (Discussion)

Along with the items already discussed during Item 4, the UFC will hold officer elections in May.

 Quorum was lost at 5:01pm and remaining items were not heard.

7.     Public Comments:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.

8.     Adjournment.

The next Planning and Funding Committee meeting is scheduled for Tuesday, March 1, 2016 at 4:00 p.m., Offices of the San Francisco Planning Department, 1650 Mission Street, Room 400.
