Committee Members:  Members Sullivan (Chair), Flanagan, Leffingwell, Alvarez and Swae

Order of Business

1. Call to Order and Roll Call.  The Planning and Funding Committee meeting adjourned at 4:07 p.m.  Present: Members Sullivan (Chair), Leffingwell and Swae, Excused: Members Flanagan, Alvarez.

2. Approval of Minutes of the January 6, 2015 Urban Forestry Council Planning and Policy Committee Meeting. (Explanatory Document:  January 6, 2015 Meeting Draft Minutes) (Discussion and Action)
Member Leffingwell moves to approve, second by member Sullivan. Approved without objection. 

3. Public Comments:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.

Ms. Anastasia Glikshtern submitted two items on the use of herbicides and their negative impact on the animal habitat. She stated her opposition to the use of herbicides, especially in the Natural Areas.  Also, challenged Member Alvarez’s previous statement that the Natural Areas Program covers 14% of the park. Anastasia claims the number to be 25%.

4. Best Management Practices.  The Committee will review a draft of Best Management Practices for possible recommendation to the Urban Forestry Council. (Explanatory Document:  Best Management Practices (BMP) Updated Draft) (Discussion and Possible Action)

Member Leffingwell presented an updated BMP list. BMPs were reviewed and discussed and will be revised.

Public Comment:

Ms. Dee Seligman: Street tree and forest/grove management needs are very different.  Will provide some information on costs related to management of groves. Use of the word community is problematic.

Ms. Rupa Bose:  Echoed Dee’s comments. Is confused as to what the BMPs will be used as guidelines piecemeal to varying goals. She is concerned with goals outlined for diversity, especially 10% goal for species diversity.  Document should be broken down between: Street, Open space (park) and Forest/Grove trees.  Would like to see the Urban Forestry Council be an advocate for trees.

Ms. Anastasia Glikshtern: Percentage breakdown of species diversity may not be appropriate for forest and grove/stands of trees, especially in places like Mt. Sutro, etc. Would like the document to say that Tier 1 and 2 herbicides should be banned. 

5. San Francisco Recommended Street Tree List. The Committee will review the 2015 Recommended Street Tree List for possible recommendation to the Urban Forestry Council. (Explanatory Document:  2015 Recommended Street Tree List) (Discussion and Possible Action)

Council Coordinator Mei Ling Hui presented an updated list. There are a few additional comments from the working group that will be incorporated. Member Sullivan moves, Member Swae seconded to recommend the list for full council review and approval without objection.

Public Comment: 

Ms. Dee Seligman: Can you include location of the various tree types and/or location?

Ms. Rupa Bose: Would like to have document or outreach to improve public perception of street trees and value.

6. New Business/Future Agenda Items.  (Discussion)

Urban Forest Master Plan, Part 1 was up for first review with the Board of Supervisors this week.  Arbor Day is March 14.  Coordinator Hui would like to have the Urban Forestry Council participate. 

7. Public Comments:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.

Ms. Rupa Bose:  The Urban Forestry Council has made reference to aging forest stands. There is not clear evidence that eucalyptus is at ‘end of life’.  Can the Council please make comment on the life span of eucalyptus and whether they are at end of life?

8. Adjournment.  The Planning and Funding Committee meeting adjourned at 5:03 p.m.
