Tuesday, January 5, 2016, 4:00 p.m.

Committee Members:  Members Sullivan (Chair), Flanagan, Leffingwell, and Swae.


Order of Business

Public comment will be taken before the Council takes action on any item.


1.      Call to Order and Roll Call. Meeting convened at 4:13pm. Members Sullivan, Flanagan, and Leffingwell present; Member Swae Excused. (Member Alvarez is no longer on the UFC and attendance isn’t recorded.)

2.      Approval of Minutes of the September 1, 2015 Urban Forestry Council Planning and Funding Committee Meeting. (Explanatory Document:  September 1, 2015 Meeting Draft Minutes) (Discussion and Action) Member Leffingwell moved to adopt, seconded by Member Flanagan; meeting minutes were approved with objection.  

3.      Approval of Minutes of the October 9, 2015 Urban Forestry Council Planning and Funding Committee Tour of Treasure Island. (Explanatory Document:  October 9, 2015 Meeting Draft Minutes) (Discussion and Action) Member Flanagan moved to adopt, member Sullivan seconded; meeting minutes were approved without objection.  

4.      Public Comments:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.

There was no public comment at this time.

5.      Urban Forest Plan Phase 2 and 3. The Committee will review the current status of the budget requests to the San Francisco Planning Department and anticipated schedule for Phase 2 and 3 work. (Discussion) Council Coordinator Mei Ling Hui relayed information that was reported by Member Swae, including: a draft budget for the Planning Department, which include Phase 2: Park and Open Space, of the Plan development will be heard by the Planning Department on February 4th; scoping work for the plan is in process with a goal of starting Phase 2 plan development in July 2016; Member Swae additionally requests feedback from the UFC on scoping for Phase 3.

Public Comment:
Dee Seligman stated that she couldn’t hear and requested that Coordinator Hui cover the information again, which Coordinator Hui complied with.  

Anastasia Glikshtern stated that she wasn’t Phase 2 completed before Phase 3, because the City needs to do a better job of managing trees on public lands, especially in regards to the use of pesticide and herbicides.    


6.      TIDA Tree Removal Guidelines. The Committee will review any additional documents provided by TIDA related to tree protection and vegetation management plans.  The Committee will discuss the Urban Forestry Council’s response to current TIDA plans and processes. (Discussion) 

Coordinator Hui reported that Robert Beck has agreed to present to the UFC at their January meeting and that she has requested but not yet received the tree census information that the UFC asked for. Committee members requested that along with the tree census, staff ask TIDA for information on how TIDA was making tree removal decisions, their tree removal process, tree placement plans, and tree protection plans for trees that will remain on site. Staff will follow up and report back.

Public Comment:
Dee Seligman commended the Council for following up on Treasure Island and Yerba Buena Island development plans.


7.      Update on Committee Membership. The Committee will discuss the Committee membership and any upcoming or anticipated vacancies. (Discussion) 
Coordinator Hui reported two upcoming vacancies; members are encouraged to identify potential candidates, especially certified arborists, and should send candidate ideas to Member Flanagan and Coordinator Hui.

8.      New Business/Future Agenda Items.  (Discussion)

Member Sullivan identified area plans that the UFC could track, including RPD park renovations, Geary BRT, the Central Subway, and Better Market Street.

9.      Public Comments:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.

Anastasia Glikshtern stated that herbicide use on Mt. Davidson is damaging trees and that she is concerned with herbicide use, especially glyphosate, on public lands.
