July 24 2013 Planning and Funding Committee Approved Minutes

*The Tuesday, July 9, 2013, 4:00 p.m. Regular Meeting of the Planning and Funding Committee that meets at City Hall, Room 421 was rescheduled to Wednesday, July 24, 2013, Room 034, City Hall.

Order of Business
Public comment will be taken before the Committee takes action on any item.

1. Call to Order and Roll Call. The Planning and Funding Committee meeting was called to order at 4:07 p.m. Present: Members Flanagan, Leffingwell, Most, and Sullivan.  Excused:  Member Sherwin.    Council Member Jon Swae and Council Coordinator Mei Ling Hui were present.

2. Approval of Minutes of the June 11, 2013 Urban Forestry Council Planning and Funding Committee Meeting. (Explanatory Document:  June 11, 2013 Approved Minutes) (Discussion and Action)  Upon Motion by Member Flanagan, second by Member Leffingwell, the June 11, 2013 Meeting Minutes were approved without objection (AYES:  Members Flanagan, Leffingwell, Most, and Sullivan; Absent:  Member Sherwin).

3. Public Comments:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.  There was no public comment at this time.

4. Annual Urban Forest Report.  Staff will provide an update on the data that’s been gathered for the 2013 Annual Report and review next steps in the process. (Explanatory Documents:  2011 and 2012 Annual Reports) (Discussion)

Council Coordinator Hui reported that agency feedback received for the Annual Report is consistent with previous years.  She provided a summary of agencies that have and have not responded and will provide a draft report for review at the next Planning and Funding Committee meeting.  The final report will be ready for review and approval at the August 27, 2013 Urban Forestry Council retreat. 

Public Comment:  Council Member Jon Swae suggested including CalTrans and the San Francisco Zoo as agencies that should respond to the survey. 
5. Update on the Urban Forest Plan from the Urban Forestry Council Working Group.  Committee Member Dan Flanagan will provide an update on the Plan. (Explanatory Document:  Urban Forest Plan Presentation to SPUR) (Informational Presentation and Discussion)  
Council Member Jon Swae gave an update of the current Urban Forest Plan.   Council Member Swae and Council/Committee Member Flanagan presented the current plan at SPUR on July 17, 2013.  The Plan was well received.  SPUR comments requested that the Plan or the Urban Forestry Council address open space and natural areas program components of the urban forest. Public outreach led by Friends of the Urban Forest will raise awareness and support of the Plan as part of a long-term sustainable funding source. The intent is to have draft ready for the August 27, 2013 Council retreat.  Coordinator Hui suggests that the Urban Forestry Council consider passing a resolution endorsing the plan at the August 27 Retreat.   The Planning Committee is to consider what the metric or reason for the 25% city canopy cover is.

6. Urban Forestry Council Strategic Planning. Committee members will review next steps to prepare for the August 27th off-site Strategic Planning Retreat.  (Explanatory Documents:  Strategic Planning Agenda Draft, Stakeholder Feedback Survey, Strategic Plan Self Assessment Survey, Urban Forestry Council History of Strategic Planning) (Discussion)

Mr. Mike Alllison provided updates to the Urban Forestry Council August 27 Retreat agenda and structure.  The Strategic Plan should address a two-year plan.  Friends of the Urban Forest, Department of Public Works and the Planning Department should be invited to provide input and feedback as stakeholder(s).  Department representatives will be given a heads up to prepare input as to how the Urban Forestry Council can best serve the various agencies. 

Committee member ideas for discussion items and goals for the August 27 Retreat are as follows: (1) continue Urban Forest Plan effort to support next phase; (2) trees as infrastructure, not ornaments; (3) education of tree planting and maintenance (public and agencies); (4) what are actionable items that could be developed from the current Urban Forest Plan (i.e. funding); (5) structure of the Urban Forestry Council and its Committees versus working groups; (6) natural areas debate (how can the Council study this issue and make recommendations to the Mayor’s Office and Supervisors, etc.); (7) working group that meets two or three  times annually to meet with all City departments to discuss grant opportunities and joint grant writing; and (8) get Urban Forestry Council to be a required review process.  Council Coordinator Hui will check to see if the City Attorney can weigh in on working group options for outreach/mediation.  A draft of the Urban Forestry Council’s Strategic Plan should be ready for the Planning and Funding Committee September meeting and then brought back for approval to the full Council for the September meeting. 
7. New Business/Future Agenda Items.  (Discussion)

Council Coordinator Hui will provide a draft of the Urban Forestry Council’s Annual Report for review at the August 13, 2013 Planning and Funding Committee meeting.  The Committee will update and review the Council’s Strategic Plan at the August 13 meeting.

8. Public Comments:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.  There was no public comment at this time.

9. Adjournment.  The Planning and Funding Committee meeting adjourned at 5:08 p.m.

The next Planning and Funding Committee meeting is scheduled for Tuesday, August 13, 2013 at 4:00 p.m., City Hall, Room 421.
