Committee Members:  Members Sullivan (Chair), Flanagan, Leffingwell, Alvarez and Swae

Order of Business

1. Call to Order and Roll Call.  The Planning and Funding Committee meeting convened at 4:06 p.m.  Present: Members Sullivan (Chair), Flanagan, Leffingwell and Swae, Absent:  Member Alvarez.

2. Approval of Minutes of the April 7, 2015 Urban Forestry Council Planning and Funding Committee Meeting. (Explanatory Document:  April 7, 2015 Meeting Draft Minutes) (Discussion and Action)  Member Swae motioned to approve the minutes, second by Member Leffingwell.  The April 7, 2015 Meeting Minutes were approved without objection (AYES:  Members Flanagan, Leffingwell, Sullivan and Swae; Absent:  Member Alvarez).

3. Public Comments:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.


Ms. Anastasia Glikshtern provided comment on Masonic Street improvements: Tree removals were not discussed in the last public hearing and public was not given an opportunity to comment before postings.

Ms. Rupa Bose reiterated the concerns that tree removals were not discussed at Masonic Street hearing and wants the Urban Forestry Council to help get projects to address tree removals before removals are determined so that people have an opportunity to comment.

4. Best Management Practices for Mature and Historic Tree Stands. The Committee will review an amended draft and make recommendations to the full Council for adoption.  (Continued discussion from the April 7, 2015 Meeting) (Explanatory Documents:  Best Management Practices Updated Draft and Best Management Practices Listening Series Feedback) (Discussion and Action)

Council Coordinator Mei Ling Hui and Member Leffingwell explained the process for reviewing and incorporating recent comments into the current Best Management Practices document.  The Committee has reviewed the current document and is ready to present to the full council.

Public Comment:

Ms. Dee Seligman: What were exact changes to the document? Requested a version of document that highlights all changes.

Ms. Rupa Bose: Would like to see a copy that shows exact changes to document. (Both current and previous versions were provided so that the public can review and determine the exact changes made to the current Best Mangement Practices).

Ms. Anastasia Glikshtern: Why does drought reference address mature trees and not young?

Member Leffingwell moved to bring the Best Management Practices to the full council for review and approval, second by Member Sullivan. Approved without objection (AYES:  Members Flanagan, Leffingwell, Sullivan and Swae; Absent:  Member Alvarez).  

5. Review of the 2015 Annual Report Survey. The Committee will review and discuss the survey for the 2015 Annual Report and provide suggestions to staff for this year’s report. (Continued from the April 7, 2015 Meeting) (Explanatory Documents:  2014 Annual Report Survey, Alternate Survey and 2014 Annual Report) (Discussion)

Council Coordinator Mei Ling Hui presented the current Annual Survey that is ready for distribution. Question #8 to include reference / prompt about stressing (drought) of mature trees.

Public Comment:  Ms. Dee Seligman: Can item #6 include girdling as a potential act of vandalism?

6. New Business/Future Agenda Items.  (Discussion)

Potential new project to be scheduled for full council review: Transbay and Park Merced.

Public Comment:  Ms. Rupa Bose: Can we include Park Merced project as future agenda item? Is there a central location where all City projects that contain any tree removals and new trees can be publicly listed?


7. Public Comments:  Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.

Ms. Dee Seligman: Asked for clarification on role of Urban Forestry Council (i.e. evaluate vs. approvals). 

8. Adjournment.  Member Flannigan left the meeting at 4:43 p.m.  The Urban Forestry Council meeting adjourned at 4:55 PM

The next Planning and Funding Committee meeting is scheduled for Tuesday, June 2, 2015 at 4:00 p.m., Offices of the San Francisco Planning Department, 1650 Mission Street, Room 400.
