September 24 2013 Commission on the Environment Public Hearing Green Purchasing Regulations

Notice of public hearing to adopt San Francisco Green Purchasing Regulations (Precautionary Purchasing Ordinance, Ord. No. 115-05).

When: Tuesday, Sept. 24, 2013, 5:00 P.M.

The regulations consist of:
• Less-toxic and green purchasing requirements created by City staff end users.
• Environmental specifications in current or pending Citywide contracts.

Adopt Approved Alternative Products for:
1. Compostable Bags      Regulation #SFE-13-02-GPO;
2. Computer Desktops, Laptops, Monitors   Regulation #SFE-13-03-GPO;
3. Janitorial Cleaners      Regulation #SFE-13-04-GPO;
4. Hand Dishwashing Detergents    Regulation #SFE-13-05-GPO;
5. Hand Sanitizers      Regulation #SFE-13-06-GPO;
6. Lighting (lamps, ballasts)     Regulation #SFE-13-07-GPO;

AUTHORIZATION

The Board of Supervisors and Mayor enacted the Precautionary Purchasing Ordinance, effective July 18, 2005 (the "Ordinance").  The Ordinance is codified as Chapter 2 of the Environment Code.  The Ordinance created a comprehensive new system for the City to identify and use environmentally preferable products based on goals and criteria established by the Ordinance.  The Ordinance required the Director of the Department of the Environment to consolidate existing environmentally preferable purchasing requirements from other Code sections into regulations.  The new regulations described here are implemented pursuant to Environment Code Section 203(d).

These regulations do not duplicate the Ordinance and must be read together with the Regulation.

What to do if you can’t attend:
Persons unable to attend the hearing may submit to the Department of the Environment by the time the proceedings begin written comments regarding the agenda item above. These comments will be made a part of the official public record and shall be brought to the attention of hearing attendees. Comments which cannot be delivered by that time may be taken directly to the hearing at the location above. When bringing handouts to hearings, please photocopy on both sides of the paper and try to use post-consumer recycled or tree-free paper. Also, please bring sufficient copies of handouts for the public.

Public Comment
After a presentation at the meeting, qny member of the public may make public comments for three minutes.

The hearing room is wheelchair accessible. The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street. Accessible MUNI lines serving this location are: #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro Stations at Van Ness and Market and at Civic Center. There is accessible curbside parking adjacent to City Hall on Grove Street and Van Ness Avenue and in the vicinity of the Veterans Building at 401 Van Ness Avenue adjacent to Davies Hall and the War Memorial Complex.

The following services are available on request 48 hours prior to the hearing; except for Monday hearings, for which the deadline shall be 4:00 p.m. of the last business day of the preceding week: For American sign language interpreters or the use of a reader during a hearing, a sound enhancement system, and/or alternative formats of the agenda and minutes, please contact Monica Fish at (415) 355-3709 to make arrangements for the accommodation. Late requests will be honored, if possible.
