Council Members: Dan Flanagan (Chair), Dr. Larry Costello (Vice Chair), Malcolm Hillan, Rose Hillson, Dan Kida, John Leffingwell, William Most, Sandy Sherwin, Carla Short (Department of Public Works), Andrew Sullivan and Jon Swae (San Francisco Planning Department). Advisory Members: Mike Barrow (San Francisco Public Utilities Commission); Phil Ginsburg/Ana Alvarez (San Francisco Recreation and Park Department); San Francisco Redevelopment Agency (Vacant); Golden Gate National Recreation Area (Vacant)

     Public comment will be taken before the Council takes action on any item.

Order of Business

1. Call to Order and Roll Call.  The Urban Forestry Council meeting convened at 8:37 a.m.  Present:  Members Flanagan, Alvarez, Barrow, Hillan, Hillson, Kida, Leffingwell, Most, Sherwin, Short, Sullivan (8:39 a.m.) and Swae; Excused:  Member Costello.

2. Adoption of Minutes of the August 27, 2013 Urban Forestry Council Special Retreat Meeting. (Explanatory Document:  August 27, 2013 Draft Minutes) (Discussion and Action)  Upon Motion by Member Hillson, second by Member Leffingwell, the August 27, 2013 Meeting Minutes were approved without objection (AYES:  Members Flanagan, Hillan, Hillson, Kida, Leffingwell, Most, Sherwin, Short, Sullivan and Swae; Absent:  Member Costello).

3. Public Comment:  Members of the public may address the Council on matters that are within the Council’s jurisdiction and are not on today’s agenda.  There was no public comment at this time.

4. Review and Approval of Draft Resolutions File Nos. 2013-09-UFC, 2013-10-UFC, and 2013-11-UFC to commend Urban Forestry Council Members Chris Buck, Daniel Sider and Melinda Stockmann for their service to the Urban Forestry Council.  (Explanatory Documents:  Draft and Approved Resolutions) (Discussion and Action)

Upon Motion by Chair Flanagan, second by Member Leffingwell, Resolutions 009-13-UFC, 010-13-UFC and 011-13-UFC commending Urban Forestry Council Members Buck, Sider and Stockmann were approved without objection (AYES:  Members Flanagan, Hillan, Hillson, Kida, Leffingwell, Most, Sherwin, Short, Sullivan and Swae; Absent:  Member Costello).

5. Urban Forest Master Plan. (Continued from the August 27, 2013 Meeting) Council Member Jon Swae, Planning Department representative, will provide an update on the Urban Forest Plan to the Council.  Speaker:  Council Member Jon Swae, Planning Department (Informational Presentation and Discussion) 

Member Swae reported that the Urban Forest Plan Draft would be distributed to the Council and City agencies on October 1 at which time there would be a two-week comment period.  Additional detail can be provided by contacting Member Swae directly.  He reported that the Parks Tree Finance and updated Street Tree Studies would be available on October 18, and additional information would be provided to the Council at that time.

Public Comment:  Mr. Frank Mason inquired why there would only be a two-week comment period on the Urban Forest Plan since it is such a major project.  Member Swae reported that he was referring to the internal comment period for City agencies and the Urban Forestry Council.  He reported that there would be an Open House on the public release of the Urban Forest Plan Draft the first week of December with a month or two of public comment at that time.  Mr. Mason discussed City requirements for funding transportation projects and the implications that funding these projects has on property owners who may not have the required resources to pay for projects through property tax and other assessments.  

6. Review and Approval of the Urban Forestry Council 2013 Draft Annual Report. (Explanatory Documents:  2013 Draft and Approved Annual Report) (Continued from the August 27, 2013 Meeting) Speaker: Mei Ling Hui, Council Coordinator (Discussion and Action)  

Council held a discussion on the Urban Forestry Council 2013 Draft Annual Report and suggested amendments.

Public Comment:  Mr. Frank Mason requested that a pie chart be included in the report that lists source of funding, whether it is from the General Fund, City agencies, federal, state, local, and what the benefits are in conjunction with the Climate Action Plan.   Council Coordinator Hui reported that prior reports included this information but that the report was restructured to make it easier and increase the number of respondents.  She and Chair Flanagan suggested that this question be added back to the report next year.

Upon Motion by Chair Flanagan, second by Member Sherwin, the Urban Forestry Council 2013 Annual Report was approved with amendments (AYES:  Members Flanagan, Hillan, Hillson, Kida, Leffingwell, Most, Sherwin, Short, Sullivan and Swae; Absent:  Member Costello).

7. Approval of Draft Resolution File 2013-08-UFC to amend “Article VIII – Committees” to change the meeting structure, membership requirements, and schedule of Urban Forestry Council Committees. (Explanatory Documents:  Draft and Approved Resolution,  Amended Bylaws, and Hearing Notice)  Sponsor and Speaker:  Chair Flanagan (Discussion and Action)

Upon Motion by Member Hillan, second by Member Kida, Resolution 008-13-UFC was approved to amend the Urban Forestry Council Bylaws without objection (AYES:  Members Flanagan, Hillan, Hillson, Kida, Leffingwell, Most, Sherwin, Short, Sullivan and Swae; Absent:  Member Costello).

8. Proposal for Amendments to the Urban Forestry Council Ordinance, Environment Code Chapter 12. The Urban Forestry Council will review their current membership structure and discuss potential amendments to the Ordinance. (Explanatory Document: Environment Code Chapter 12) Speaker:  Chair Flanagan (Discussion)

Chair Flanagan proposed that the Council request amendments to the Urban Forestry Council Ordinance so that Department representative non-voting members become voting members since the Departments that these members represent, support and fund the Council.  Next steps discussed would be to secure a Board of Supervisor sponsor, and for the Council to adopt a Resolution requesting amendments.  Coordinator Hui reported that an additional amendment that would be proposed would be to change the Golden Gate National Recreation Area (GGNRA) vacant seat to GGNRA/Presidio Trust in order to draw more interest in participation.  A Resolution outlining requested amendments would be considered at the October 22, 2013 Council meeting.

Public Comment:  Mr. Frank Mason inquired if there would be a conflict of interest if a City staff and Urban Forestry Council member would be voting to receive funding for a project that would benefit their own department that would result in compensation to their own salary.  He suggested requesting advice from the City Attorney.  Council Coordinator Hui reported that the Council is not a regulatory body and does not make decisions on the budget.  The Council only makes recommendations and does not control how much funding goes to one agency or another, they only advocate for funding.  Chair Flanagan reported that requested Ordinance amendments would be reviewed by the City Attorney before it is presented to the Board of Supervisors for adoption.

9. Urban Forestry Council Strategic Planning.  The Urban Forestry Council will review the 2013-15 Urban Forestry Council Strategic Plan Draft for adoption.  Speaker:  Michael Allison, Principal, Michael Allison Consulting (Explanatory Document:  Draft and Approved Strategic Plan) (Discussion and Action).

Mr. Michael Allison reported and presented on the 2013-15 Strategic Plan Draft and discussed next steps with Council members.  The Planning and Policy and Funding Committees would meet to develop a Work Plan for the next two years.  Upon Motion by Member Sherwin, second by Member Hillan, the 2013-15 Urban Forestry Council Strategic Plan was adopted with amendments without objection (AYES:  Members Flanagan, Hillan, Hillson, Kida, Leffingwell, Most, Sherwin, Short, Sullivan and Swae; Absent:  Member Costello).

10. Staff Report.  There was no additional staff report at this time.

11. New Business/Future Agenda Items. (Information and Discussion)  Council Member Hillson reported that computer audio settings should be set to mono when reviewing meeting audio recordings.

12. Public Comment:  Members of the public may address the Council on matters that are within the Council’s jurisdiction and are not on today’s agenda.  There was no public comment at this time.

13. Adjournment.  The Urban Forestry Council meeting adjourned at 9:37 a.m.

The next meeting of the Urban Forestry Council is scheduled for Tuesday, October 22, 2013 at 6:00 p.m., Room 416, San Francisco City Hall.
