Effective March 15th, 2023, the Department of Building Inspection (DBI) is updating the construction waste management requirements for some residential permits. Residential additions and alterations that increase the building’s conditioned area, volume, or size will now be required to submit a construction waste management plan, or Material Reduction and Recovery Plan (MRRP).
This update is being implemented in accordance with the California Green Building Standards Code (CALGreen), which requires owners/builders of construction projects to recycle or reuse a minimum of 65% of the construction waste materials generated during the project.
The MRRP is a program administered by San Francisco Environment Department (SFE) using Green Halo, a web-based waste management tracking system, to verify compliance with the CALGreen requirements.
Residential permit applications filed on or after March 15, 2023 will be subject to the MRRP requirement if the project is a:
- Residential alteration that increases the building’s conditioned area, volume, or size
- Residential addition that increases the building’s conditioned area, volume, or size
DBI will determine which building permit applications require a MRRP and a final inspection may not be scheduled with DBI until SFE has approved the project’s MRRP.
