Members of the Urban Forestry Council will attend this meeting in-person. Members of the public are invited to observe the meeting in-person or remotely online as described below. Members of the public attending the meeting in person will have an opportunity to provide public comment on every item.

 

In addition to in-person public comment, the Council will hear up to 15 minutes of remote public comment on each agenda item. The Council will hear remote public comment on each item in the order that commenters add themselves to the queue to comment on the item. Because of the 15-minute time limit, it is possible that not every person in the queue will have an opportunity to provide remote public comment. Remote public comment from people who have received an accommodation due to disability (as described below) will not count toward the 15-minute limit.

    The Council may make a motion to draft recommendations on community solutions for expanding citywide urban forestry efforts for further discussion at an upcoming Urban Forestry Council meeting.

 

  1. Discussion and Possible Action Regarding the Content and Submission Date of the 2023 Annual Urban Forest Report and Urban Forestry Funding Letter. Speaker: Jesus Lozano, Urban Forestry Council Coordinator. (Discussion and Possible Action)

    The Council may make a motion to draft a resolution in support of amending San Francisco Environment Code, Chapter 12, Sec.1209(a) to change the regular submission date of the Annual Urban Forest Report.

Land Acknowledgement

The Urban Forestry Council acknowledges that we occupy the unceded ancestral homeland of the Ramaytush Ohlone peoples, who are the original inhabitants of the San Francisco Peninsula. We wish to pay our respects to the Ancestors, Elders and Relatives of the Ramaytush Community and to affirm their sovereign rights as First Peoples. We honor the Ramaytush Ohlone for their enduring commitment to steward Mother Earth. We recognize that the Ramaytush Ohlone have lived in harmony with nature for millennia, and that to achieve a truly ecologically sustainable future for San Francisco, we must embrace Indigenous traditional ecological knowledge in how we care for the city’s lands, waters, and all its people.

 

Public Comment

Public comment will be taken during each agendized item. The public is asked to wait for the particular agenda item before making a comment on that item. When the moderator announces that the Council is taking public comment, members of the public can stand before the Council and be called forward. Each member of the public may address the Council for up to three minutes, unless otherwise announced by the Chair. Comments will be batched so all in-person comments will typically go together, and all Webex or phone comments will typically go together.

 

The Brown Act forbids the Council from taking action or discussing any item or issue not appearing on the posted agenda. This rule applies to issues raised in public comment as well. In response to public comment, not on an agendized item, the Council is limited to: 

1.   Briefly responding to statements made or questions posed by members of the public, or 

2.   Requesting staff to report back on a matter at a subsequent meeting, or 

3.   Directing staff to place the item or issue on a future agenda (Government Code Section 54954.2(a).)

Participating During Public Comment

Members of the public will have opportunities to participate during public comment. Comments will be addressed in the order they are received. When the moderator announces that the Council is taking public comment, members of the public can:

Depending on the number of people also in line ahead of you, you may have to wait before it is your opportunity to speak. When it is your turn, you will be notified that your line has been unmuted, and it will be your opportunity to speak. Your line will be muted again when your allotted time expires.

These comments will be made a part of the official public record and shall be brought to the attention of the Council Members. Urban Forestry Council meetings will be held in City Hall, 1 Dr. Carlton B. Goodlett Place, San Francisco, CA. Council meeting rooms are wheelchair accessible. The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market St. Accessible MUNI lines serving this location are: #42 Downtown Loop, and #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro Stations at Van Ness and Market and at Civic Center.
