Review and vote on whether to approve Resolution File 2021-01-MGBTF, Resolution Making Findings to Allow
Teleconferenced Meetings Under California Government Code Section 54953(e). (See Explanatory Document:
Resolution File 2021-01-MGBTF) The Task Force will consider adoption of a resolution making findings that newly enacted Government Code Section 54953(e) requires in order to allow the Committee to hold meetings remotely,
as currently required under local law, without complying with infeasible Brown Act requirements.

- Per the letter from The Mayor’s Office dated December 17, 2021, Commissions will resume in-person meetings starting February 28, 2022.
- Congratulations to the project teams for SFO Duty Free Stores Boarding Areas A & G, which each achieved LEED Silver (IDC v4) (with approved Waiver). There are now 84 LEED certified municipal projects totaling 10,583,983 sqft.
- The SFPUC is asking City departments to provide them updated contact(s) for receiving leak alert notices, monthly reports on department’s current water use compared to FY19-20 for tracking progress toward the SFPUC’s systemwide drought reduction goal, and notices about potential water waste violations. If you haven’t done so already, please provide this information to Tim Hickey at [email protected] (415-517-8540) by January 21. Please provide the name, title, email address, and phone number of your contact(s) and indicate which type of reports they should receive. Departments with multiple water service accounts may want to consider setting up a central email such as ‘[email protected]’ to receive leak alerts or all of these conservation-related updates from the SFPUC so you don’t have to update your contact information if staff change over time.
- Presentation: (15 minutes) Presentation and discussion
San Francisco Department of the Environment C&D Zero Waste Coordinator, James Slattery, will explain a new law updating San Francisco’s Construction and Demolition (C&D) Debris Recovery Ordinance that was passed on September 24, 2021. This new law requires any person or company that will be transporting or hauling mixed C&D debris from the City and County of San Francisco to obtain an annual and/or 7-day permit issued for each vehicle, or each debris box used to transport mixed C&D debris. Source separated debris delivered to reuse or recycling markets or soil delivered for beneficial use is exempt from the transporter permit requirements.

Embodied Carbon Reductions Strategies Checklist: Discuss and suggest modifications, as useful, for version 1 of the checklist that will be used to document compliance with the proposed requirement in the update to Environment Code Chapter 7. Participating During Public Comment: By Phone or by Chat
Members of the public will have opportunities to participate during public comment. The public is asked to wait for the particular agenda item before making a comment on that item. Comments will be addressed in the order they are
received. When the moderator announces that the Committee is taking public comment, members of the public can:

Important Information
Persons unable to attend the meeting may submit to the Task Force, by the time the proceedings begin, written comments regarding the agenda items above. These comments will be made a part of the official public record and shall be brought to the attention of the Task Force members. Any written comments should be sent to: Eden Brukman, San Francisco Department of the Environment, [email protected] by 5:00 p.m. on the day prior to the hearing. Comments which cannot be delivered to Ms. Brukman by that time may be taken directly to the hearing at the location above. When bringing handouts to meetings, please photocopy on both sides of the paper and try to use post-consumer recycled or tree-free paper. Also, please bring sufficient copies of handouts for the Task Force and the public.
The ringing of and use of cell phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices.
Public Comment
At this time, members of the public may address the Task Force on items of interest that are within the subject matter jurisdiction of the Task Force but are not on today’s agenda. Public comment will be taken following each agendized item. Each member of the public may address the Task Force for up to three minutes, unless otherwise announced by the Chair. If it is demonstrated that the comments by the public will exceed 15 minutes, the Chair may continue Public Comment to another time during the meeting.
The Brown Act forbids the Task Force from taking action or discussing any item or issue not appearing on the posted agenda. This rule applies to issues raised in public comment as well. In response to public comment, not on an agendized item, the Task Force is limited to:
- Briefly responding to statements made or questions posed by members of the public, or
- Request staff to report back on a matter at a subsequent meeting, or
- Directing staff to place the item or issue on a future agenda (Government Code Section 54954.2(a).)

Language Access
Per the Language Access Ordinance (Chapter 91 of the San Francisco Administrative Code), Chinese, Spanish and or Filipino (Tagalog) interpreters will be available upon requests. Meeting Minutes may be translated, if requested, after they have been adopted. Assistance in additional languages may be honored whenever possible.
