NOTICE OF PUBLIC COMMENT PERIOD REGARDING A PROPOSED UPDATE OF THE MED-PROJECT PRODUCT STEWARDSHIP PLAN FOR THE SAN FRANCISCO SAFE DRUG DISPOSAL STEWARDSHIP ORDINANCE
(Ordinance No. 31-15, San Francisco Environment Code Chapter 22, Section 2200 through 2219)
Members of the public are invited to provide written comments regarding MED-Project LLC’s (MED-Project) proposed March 24, 2023, Product Stewardship Plan for Household Pharmaceutical Waste (Product Stewardship Plan). The Product Stewardship Plan is an update to MED-Project’s November 1, 2018, Product Stewardship Plan, as modified by MED-Project’s substantive change requests dated March 14, 2020, and July 15, 2020. The 30-day comment period begins April 21, 2023, and ends May 22, 2023.

The Environment Department must receive all comments concerning the Product Stewardship Plan no later than 5:00 p.m. on May 22, 2023.

The San Francisco Safe Drug Disposal Stewardship Ordinance (Ordinance) was signed by Mayor Ed Lee on March 26, 2015, and became effective on April 25, 2015. The Ordinance requires medicine manufacturers that sell their products in San Francisco to provide all San Francisco residents with a safe and convenient way to dispose of their unwanted home-generated medicine.
MED-Project is one of two product stewardship organizations that the Environment Department (Department) has approved to operate a medicine collection program in San Francisco on behalf of medicine manufacturers. MED-Project submitted an initial Product Stewardship Plan on April 25, 2016, that was approved by the Director of the Department with conditions on July 25, 2016. Subsequently, the Department has approved the following MED-Project Product Stewardship Plans:
- Product Stewardship Plan dated January 31, 2018, as revised May 31, 2018 – approved by the Department with conditions on July 3, 2018
- Product Stewardship Plan dated November 1, 2018 – approved by the Department with conditions on June 5, 2019
The March 24, 2023, Product Stewardship Plan currently under review is a full revision of the July 14, 2016, January 31, 2018, and November 1, 2018, Product Stewardship Plans.
Under Environment Code, Chapter 22, Section 2203, MED-Project is required to submit a product stewardship plan that describes how the medicine disposal program will satisfy the requirements of the Ordinance to the Department. Once the product stewardship plan is submitted, the Department has 90 days to review and take written public comment before approving or disapproving the plan.
The Director of the Department provides this opportunity for written public comment on the proposed Product Stewardship Plan pursuant to Environment Code, Chapter 22, Section 2211(b).
